That line in the rules was supposed to prevent you from trying to claim an AST for an SA, however by the letter of the rules vlad's interpretation is correct despite previous rulings.

So let's come up with wording that would allow an AST multiple times for an effect used on different characters without allowing an effect to be used on the same character multiple times.

I personally don't mind a limit of 1 per turn. 1 AST for Cap is what I expected, but I knew Vlad had asked about it a couple of weeks ago and, in the middle of the night, I couldn't remember.
