Zombie Team Base has the monster keyword ... load it up and that's 400 of your points.

I was thinking that the rules specifically prevented using a team base as the "bad guy," but I was actually conflating it with the new year's resolution scenario from a previous email.

Your team will be a 400 point golden age team, but it must include at least one pair of non-bystander characters who would generally be considered to be arch-enemies (or very strong nemeses).
Note that the selected characters must be independent ones. If your pair is Captain America and Red Skull, then you must have a Captain America and a Red Skull on your starting force. A Zombie team base with Red Skull on it or a Cap/Black Widow duo would not qualify, for example.
Still, I already played the zombie team base at the venue before, and that was enough. The regrettable thing was that I didn't even face the player, "Captain netdeck" that I had specifically brought the team for. He didn't show up that day, and instead a faced a couple of player that were completely unprepared for that kind of team. The worst was one of the nicest players we have, who had just got out of work earlier than he expected, and grabbed a few random figures to make a team. It was not pretty.

It ... is just overpowered. And I didn't even play it very optimally - it just destroys things.
And that was before I had a Zombie Super Skrull. Since it left Modern, I've been able to get most of the rest of the zombies for $20-$25 (a few pushed $30) and have them all. Just to collect - our venue never allows team bases, and I can see why. Even with the 1 per 200 points action limit - they're gross.
I've only run one teambase, one time. It was the Outlaws.
I felt legitimately sad for my opponent afterwards. Granted, this was before the changes...perhaps I should break it out again?
At least you played the Outlaws! When they first came out in the Teen Titans set, I played the JLA team base against another experienced player in a "friendly" home game. I purposely took it easy a couple turns, and still just demolished a pretty powerful Marvel villains team. It was brutal and not fun. Now all the team bases sit on shelves looking really cool, but unplayed. I do want to play Spidey and his Amazing Friends though!
