I can only think of two actors who did voices and also live action, both named "Ted". That's Knight and Cassidy. I'm sure it was Ted Knight tho, I know he did the narration. I can't recall what characters he voiced, except Commisioner Gordon. I think he did the Riddler's voice too, but I'm not sure..
Ouch. Would you believe I forgot about Ted Knight??? He's certainly best remembered as Ted Baxter from The Mary Tyler Moore Show. He voiced lots and lots of DC characters, not just two; from Black Manta on the Filmation Aquaman cartoons to the Flash on the first season of Super Friends. But my question didn't specify that the actor had voiced only two, so I have to count it as correct.
The one I was thinking of was Pat Harrington, Jr; best remembered as Dwayne Schneider on One Day At A Time, and the voices of Speedy and the Atom on the "guest hero" segments of The Superman/Aquaman Hour of Adventure.
