I can't remember if Zoga was the Monster-Master or if he was the Monster-Master's creation/monster/dragon...I'm gonna go with the dragon since I'm pretty sure Zoga is not the "secret identity" of the Monster-Master.
(And wow did that remind me of how much Iron Man battled a LOT of Oriental - not just the Mandarin, but also Sunfire, and probably some more that I'm not remembering from back in the day - characters who hated Americans).

He also battled his chinese tailor and his chinese dry cleaner. He lost that battle to the dry cleaner, but it was a fair and honourable fight.
Zoga was the machine monster, based on the legendary demon of the same name.
