Can I have a non animal keyworded character uprade to it, and provide access to it for characters with the keyword in subsequent games?

No the character has to be able to use the ATA to upgrade to it.

But the mind control does no effect, by itself. No damage or action token. That's like a BCF roll of 1, against a character with toughness. I've always thought that if the controlled character failed their attack, then no SA would be awarded

This is a good point, and I can see an argument for this. Anyone else want to weigh in?

I know I am invested in it but I am of the opinion it is like flurry. In this case however, you must make a successful attack in order to attempt the second. If the character they target is high enough points then they take damage so there is an investment into the attack and a risk the controlled fig misses. My feeling it is more difficult to pull off than a flurry so it should be rewarded the same.
I could see an argument that changing a character from opposing to friendly is in itself "affecting" that character, even thought it's only a temporary effect.
Although in that case, friendly mind control by characters such as Mole Man wouldn't necessarily meet that criteria.
What if you use the free action from mind control for something other than attacking? Using it to borrow another character's Outwit, or move them to a more advantageous spot would definitely be ways to affect the game and would likely be worth a stat.

I'm not saying it shouldn't work that way, but historically in the League, successfully Mind Controlling someone is an SA.
I'm not one to hold on just because we have always done it that way, but I would like to figure out, what works best for the League and most consistent with the rules as written.
