Among DC's costumed criminal communiuty, the ultimate joiner is Chronos. Here's a two-part question.
1. Name four teams of which Chronos has been a member. (Four different teams, not just slight variations on the name, like Marvel's Serpent Squad and Serpent Society.)
2. Name two organizers of villain groups with no collective name that have included Chronos. (What I mean here is, a story where several villains gathered under the leadership of someone, but never used a name for their group.)
1. Secret Society of Super-Villains, Injustice League, Suicide Squad, Brotherhood of Evil (?)
2. Lex Luthor and Merlyn
You got three of the four teams I was looking for. Neither of those two criminals were who I had in mind as organizing an unnamed group of villains that included Chronos, but if you can point out issues where they did so I'll count it.

The Time Foes, Secret Society of Super-Villains, Injustice League, Suicide Squad, Crime Champions and the Injustice Gang.
And for the second half I'll say Darkseid and Calendar man. Tho, I think he recently did some work for Starro as well, but not willingly.

Crime Champions was the fourth team I was looking for; I didn't think Chronos was one of the Time Foes but I'm not sure. Darkseid and Calendar Man are way off.

Eh. He's time-related, I just figured he might be attached somehow/way. And I assumed it was the original Chronos.

Merlyn from the issue of Identity Crisis where the villains attacked the heroes, Lex Luthor from the issue of JLA.
If Lex doesn't count, how about Libra from the issue of the original Justice League title.

Libra organized the first group and called it the "Injustice Gang". Going by what CuCr said, I assumed it was a group organized without an actual name.
