Like when my dad makes chicken soup from scratch, and cooks it over night, filling the house with my most favoritist of smells.
I don't think I've ever died from a PGO. And, as mentioned, there was some good success when I was a PGO. So on a personal level, they're fun. I never thought of them in regards to being a punishment for turning in actions, but I guess I can see how you would come to that. Mostly I see them as just another mechanic to be dealt with, both as mafia and town. Trying to figure out who they are and avoid. Or as mafia if I have a CMD, they can be fun. I think a PGO maker is a good role, but only in the hands of people paying attention and are "responsible" players.
Hrm. P.G.O.D.O.K.: Paranoid Gun Owner Defending Only against Killing. A PGO that only works on kill attempts.
I may have to remember that one if I ever do Super Hero Squad Mafia.
Not a fan of that idea, because that makes them basically unkillable, which is a problem with many games. A PGO should punish both sides equally (as well as benefit both sides)

Thinking further, I think they add some pretty good fear to the game, which makes things more exciting. Sure, it sucks if a heavily targeted person is or becomes a PGO, but that's just how things happen sometimes. Think about how you feel as mafia, worrying abot the PGO. Think about how you feel as town. Think about how you feel as a player when it looks like there is a PGO in the game. Do those things add another level to the game that is interesting and sometimes fun? My opinion is yes.

I like Bulletproof. It is no small secret that it is nearly my favorite role.
So I've always hated that PGO's get treated with more power than the Bulletproof role.
The way I like it:
PGO - has only one bullet, kills the first person to step into their room, but this doesn't keep them from being killed in the process.
Bulletproof - can endure one kill attempt
Keep the kill count high.
