You could, arguably, move R Mon-el to Earth-1 Legion and keep the E/V in the Earth-247 crew as the Rookie version was just a nice nod to the Pre-Zero Hour days (or the Earth Prime one) but that would be the only part that gets a tad confusing so why mess with it?
Other than that, though, I don't see why, say, Starter Cosmic Boy is part of the same progression - now that we've had Crisis on 3 Earths - as REV when we don't do that with, say, Earth-2 Batman.

The Mon-El in current Metropolis storylines wasn't "made" at the time of the release of the Heroclix version which is why I didn't put him with Earth-1 Legion (which is where the Metropolis stories version is going to end up, eventually).

I completely agree with the splitting them up assessment. My only concern is the characters that we only have one version of that will double up: Shadow Lass, Chameleon, and Brainiac 5.

Respectfully, they were created when the only Legion in comics was the Earth-247 crew and their name/design/outfits reflect that. That's the Legion they were meant to be a part of as far as Heroclix was concerned.

Like I said, the background info given on the starter figs are all the original backgrounds...Plus I'd say the Mon-el in Metropolis is the same as the Mon-el in the Legion of Earth 1 since their both from Earth 1. One is just the past version before getting shunted to the Phantom Zone and waiting a 1000 years to get picked up by the Legion in the future.

The alternate Earth versions from the Starter do basically have the same origins as the other Legions. That doesn't mean they aren't the Earth-Prime crew anymore than Earth-2 Batman has the same basic origin as Earth-1 Batman. They were released with the Earth-Prime outfits, attitude (something about the whole "anti-adult mentality") and, well, the fact that at the time they -were- the only active Legion.
The costume you say is Valor is actually the costume they gave to M'On-El on the Earth-247 Legion (you can tell by the starry outfit). Remember Valor was a name being used before Zero Hour after the Superman crew outlawed the name of "El"...until the Legion found a nifty way around it with the M'On-El bit (and the fact the Superman crew was relenting by that point).
If you really want:
R Mon-El: Earth-1
E Valor: Earth-Prime
V M'On-El: Earth-247
would seem the fairest way but I'm not sure if you want to divide up a whole REV progression that harshly as the E & V, at the very least, make perfect sense for 247.
Even then he's the only Legion figure that raises an issue.

Yeah, pretty much. The Legion had gotten around the whole "Superboy can't be the inspiration because Superman didn't adventure as a teen." by having the Time Trapper create a pocket dimension with Superboy and reveal he'd been screwing with the Legion for years (every time they thought they time traveled he was just shunting them to the pocket universe).
Then the Superman crew went, "Eh...no." So to have an inspiration the Legion writers were going to make it that Lar Gand / Mon-El was the basis of the Superboy tales from the 20th Century...but then the Superman crew said, "Nope. Not only did Lar never get to travel to Krypton but you can't use the name El."

While we are all here, Did we decide on the Trade Commiss thing? I only ask because it's coming up fast and one of the aspects would be those who didn't roll high in the core draft order could if they wanted trade RP's, future trade picks, mid-season draft picks, what have you to move up if this position is in place. I believe the objection was raised about keeping track of such transactions, I voluteered to do it. I propose to either
A) Have a sticky OR
B) post it in my Blog here at the Realms
What say you all?
I don't mind going for the trading of picks this go-around. My concern isn't necessarily about keeping track of those trades (for which TVK and I should be able to handle without a third person involved). It'd be moreso about how much it would slow down the draft.
But TVK and I will hash this one out to see how it'll work.

Honestly, I'm just going to do it with the same timing as Steals.

Yeah, for all this and other reasons, I'd prefer to keep our status quo for the Legion. Maybe revisit it for a reboot season. But given WK's approach to releasing Legion figures was to do them based on whatever continuity DC was pushing at the moment (and that's changed three times since HC debuted), I don't think that the way to decide how the Legionnaires should be split up in the league.
