Yeah. Dennis O'Neil and Joephisto co-created the character for the four part mini "Batman: Sword Of Azrael" in 1992. I speak of the Jean-Paul Valley version and not the earlier character from Teen Titans.

Not Batman, but close in some of the ways. I recall the a story with the Phantom in it, along with several others forming a team of Green Arrows. So, I'll say "Green Arrow" is the answer you are looking for.
And I do mean Oliver Queen. And they were kinda like that Batman club.

Wrong answer. And had I known you were going to watch it soon, I wouldn't of asked a question related to it. Sorry about that. If it helps, if you read the story it's based on, there are some differances including the end, and I won't spoil it for you. I'll just say, "Wow, what a way to die".
