Ah, yes. That was the team-up of Penguin, Riddler, Pantywaist Man and The Joker. Not sure which one is the lesser known.

I'd hardly call him a "lesser-known" villain; and what super-heroes first appeared in Whiz Comics #2 who are better known than he, other than Captain Marvel?

I only meant in that he debuted in an issue with a lot of well-known heroes. He's not so much better known than the others. Hence the "almost."

Well, here's a clue that may or may not help. In the 1940s, this villain was the most prevalent adversary of his particular hero (i.e. he fought this hero more times in the 40s than any other villain), but in the 1980s other enemies of this hero got more exposure.
