Before Bill Finger came up with the Batcave, the only thing underground that Batman used was a secret tunnel that led to where he had the Batmobile hidden.
The question is, where was Batman hiding the Batmobile before Bill Finger created the Batcave?
I don't know why, but seeing that makes me think of Bugs Bunny dressed as a fox pointing out to the dog that since he's following train tracks, he must be trying to catch a train.
No, not an abandoned train tunnel. Tho, the Jean Paul Valley Bats used one.

Ah, yes. That was the team-up of Penguin, Riddler, Pantywaist Man and The Joker. Not sure which one is the lesser known.
I'd hardly call him a "lesser-known" villain; and what super-heroes first appeared in Whiz Comics #2 who are better known than he, other than Captain Marvel?
Well, here's a clue that may or may not help. In the 1940s, this villain was the most prevalent adversary of his particular hero (i.e. he fought this hero more times in the 40s than any other villain), but in the 1980s other enemies of this hero got more exposure.
