I agree that he is a cut above the rest for 128 points.
However, I let it slide for a few reasons :
1) He's a mainstream recognizeable figure.
2) He's a close combat figure.
3) I'm hoping they "juice up" the figures that deserve it, and even as primarily a DC fan I think the Hulk deserves it.
Yeah, this Hulk did strike me as a little cheap in light of his pretty long dial, high defense numbers, and damage-dealing capabilities.
Some of y'all have raised valid points about his vulnerabilities. Nevertheless, he strikes me as quite, quite good. And, like some people, I'm more than a little befuddled about how the point system actually works... there's some serious trash that's priced way higher than Rampaging Hulk (Avengers Abomination, anyone?)
He has no TA. He has no range. He tops out at 2 clicks of 11 and has a lot of 9 attacks. Other than his first click he isn't incredibly mobile - his Charge clicks are low movement and he has 0 Leap/Climb after the first - so he's getting tied up by pogs.
No Imperv and only 3 clicks of Invulnerability. His final 2 clicks have no damage reducers and his damage peaks at his worst attack value.
Too cheap? Heck no. At 160 - 170 points we'd be laughing. He's the standard top-loaded fare we've seen before. In a 300 point game he's going to do a little better than squat.
In 500 point games he's going to be a lot of fun - and after 5 years, Hulk deserves to be fun to use.
Visible Dials and Pushing Damage need to be optional. This is the way.
On another note, what happens when he L/C to quake and is carrying an object? Do you use the object and then have your dmg reduced? Would you still get special object effects like meteorite?

I think (I'm not certain) the object is wasted in the process, doing nothing but being used up. Since a Meteorite adds to damage value, and Quake sets that back down to 2, it doesn't have that effect... BUT it might make the Quake a kind of "Exploit Weakness" Quake, since that effect is independent of the damage value factor.

Ok, I don't normally go off on a rant... I think the last time I did so was when I was concerned that Protected was too much for too little (a view I still hold, and that I think is vindicated by most tourney winning teams since then).
For 128 Points, this Rampaging Hulk figure "concerns me". I mean, I love the design, don't get me wrong - this is a Hulk in all his terrible fury and I love it. But when I look at what 128 points could normally buy me in a close-combat piece, and then I look at this new Hulk, I have to say - not much can compete.
I wish they had made this great new piece at the point value it deserved, which obviously bottoms out at around 160-170, and could easily have been higher.
Just to recap, this is how much damage he can do, even assuming he never touches an object: 5/5/6/6/6/6/6/4/4/5
His defenses contain not one, or two, but FOUR instances of 18.
His attacks are "respectable", and one can argue that his opening "9" is his only real drawback.
He has four clicks with some mobility function front-loaded.
Does anybody feel his point cost is actually on the money for this kind of thing? Let's look at other grounded bricks in the vicinity of his point cost: we've got E Juggernaut, from FF, at 140... he doesn't even come close except in the defense department. There's Piledriver who is... just worse. Hmm, we've got Namor from Avengers (that's not too far back), with his itty-bitty Flurry and CCE that doesn't even come close. I could pay 170 for a shiny new She-Hulk who can only manage 5 damage on two of her clicks.
I think Seth is a great designer - his dials are fun and well thought out. So why do his point-cost assignments sometimes feel like a blind person playing darts?

I doubt you'll get a lot of "sympathy" simply because it's the Hulk, and the Hulk has a LOT of fans that will defend him.
Bottom line: because he's "popular", he's going to get the best treatment "money can buy", whether he deserves it or not.
Just look at Thanos and Superman (Yeah, I said it).

Actually, Thanos, as good as he is, should be more powerful. He isn't JUST 2 points better than Surfer (Name ONE time where Surfer beat Thanos or even came close...that's what I thought!) Superman deserves to be uber too, but maybe not quite as uber as the Icons. KC Supes is awesome though. All in all, I can't complain too much. You're going to have your power hitters, and you're going to have your Batmans and Wolverines. Not that those guys aren't effective and great, but they can't teleport, re-arange molecules, shoot energy blasts from their hands/eyes/ears/butthole and control your mind.

I shared your reaction when I saw what 128 points is getting you. This piece clearly outclasses most other figures at that cost. I dunno if it is the weakness of the formula with high Damage Values, or just some tweaking due to "special white powers", but it's pretty clear that very few of the previous Hulk figures are anywhere near as deadly as that guy.

Uh, I don't believe he was arguing the fact the hulk is going to be beast, he's saying that this hulk is underpriced, did you even read what he was saying? Anyway, I think that with all the completely CRAPPY hulks that have been made they finally wanted to make one that is just plain huge, which is what hulk is. I think it makes perfect sense, he's freaking huge and hard to kill and can do some damage and isn't going to cost a ton, maybe he could have cost more, but with all the junk hulks we've been given it's about time we have one that can SMASH

I think becuase his White Power is not a traditional mobility power he gets a discount for Charge being on his second Click. His Power is "L/C with a Bonus". Dispite the fact that it (kind of) give Full Move Charge I expect is is cheaper than Charge.
If you take the first click as just L/C and Compare him to Hulk 2099 I think the two of them seem quite similar.
