For me:
Nightwing needs 11 to upgrade to his HT E, 28 for his Alpha Vet
Arsenal needs 11 to upgrade to his Leg LE
Starfire needs 1 to upgrade to her CJ E, 11 to her Ic LE
Cyborg needs 11 to upgrade to his Unl Vet
Beast Boy needs 12 to upgrade to his HT E
Raven needs 11 to upgrade to her Unl E, 14 for her IC E
Hawk needs 10 to upgrade to his HT E
Dove needs 18 to upgrade to her HT Vet
Gonna be hard to choose between upgrading Gar and Roy or recruiting another Titan after this arc if I don't do well in the annual.
But for now, I suppose I'll be upgrading nobody.

There was a loud thud as Shrapnel hit the ground. Robotman rubbed his fist.
“And stay down.”
The last of Dr. Light’s allies had fallen. The Titans converged on Light.
“Get away!” he shouted. “It’s not fair! I’m sick of losing to you kids!”
“Then quit attacking us.” Gar replied. The green pit bull bit the villain in the ankle, causing a feminine yep to come of out Light’s mouth.
“Next time Titans! Next tiiiiime!” And with that, the villain faded away, teleporting somewhere safe.
“I say we take a hint from that guy and get the hell out of here.” Arsenal said, clutching his side. “Are you up for it, Raven?”
Raven nodded. There was a flash of smoke and the Titans were back in the tower. It had been a long first day for the young woman. She had teleported across the world twice, battled heroes and villains and in the end, failed to do what they had set out to do. But her team had learned who was really behind their friends’ kidnapping and they knew where they were hiding.
In some ways, that was enough. The team had their next mission but for now, they needed rest. She needed rest.
“I am tired. I assume my old room is still unoccupied.” Raven said.
“Oh, sorry!” Beast Boy gave a fake groan before anyone else could answer. “Dove took your old room. I can show you your new one.”
Kory looked puzzled as the two headed down the hallway.
Dove rolled backwards, under Azure’s attack. She brought her feet up, nailing the woman in the stomach. With a push, Dawn sent the poor woman directly into a brick wall. The wall and the woman had seen better days but neither was damaged beyond repair and the fight was over.
Dawn looked over at her partner. Hawk was fighting a huge man with sunglasses. He called himself Sudden Death, which was a bit ironic considering how long he had been slugging it out with Hawk but he was still dangerous. Every time Hank hit him, it triggered a small explosion, burning the hero’s hands.
Despite his bloody nose and scorched fists, Dawn could tell the pain was the last thing on Hank Hall’s mind. He was pulling every single punch and he wasn’t even trying to block.
Dawn quickly picked up two bricks that had fallen off the wall. She leaped between the two goliaths and smashed the bad guy’s face with each brick. Sudden Death could take it, but it wouldn’t feel good and the bricks absorbed the explosion. The bad guy looked at her through broken sunglasses.
“Oh you’re gonna regret that, girlie.”
The behemoth lunged at her, arms outstretched. A quick sidestep and leg sweep and Sudden Death ended up out cold and kissing pavement.
“Do you mind?” Hawk shouted. “I was fighting that guy!”
“No you weren’t. You were letting him pound on you.”
“Just because I don’t dodge around like you doesn’t mean that”
“I know you, Hank. You can hit harder than that. You can’t hold back all the time because of what happened to Kestral. You can’t just hope the bad guys are gonna give up.”
“I would have beaten him anyways.” Hank said with a scowl. “I’m tough enough to take anything that roided up loser can dish out.”
The discussion was interrupted by a beeping from Hawk’s communicator. Nightwing’s face appeared on the screen.
“Alright, you two. Vacation’s over. We need you back at Titans Tower. We’ve got a mission and we’re going to need every Titan on this one.”
“Don’t get your panties in a wad, boy wonder. We’ll be there.”
