Chief is the one using the power, so he would be the one you want to target with PC.

OUTSMART:
Prerequisites: Mastermind or Outwit
Choose a character.
When a power possessed by the character or an adjacent friendly character would be countered by an opposing character's power or ability, you and the opposing character's controller each roll 2d6. If your result is more, the power is not countered instead.

The character with Outsmart is the one that the PC'r would have to LoS to to affect your reroll.
Of course if no one was able to agree on this matter, the rules have a simple solution for it.

The real question is, who do you have to have LoS to in order to use PC on a rules roll off?

would allow you to add an action to your action total for the

pushing damage, you can remove a Manipulate token from
the Chief's character card and roll a d6; on a result of 3-6,
the character ignores the pushing damage."
The way that is worded, YOU are one making the roll. This is the same way Outsmart is worded.
You cannot PC such a roll because no figure is making the roll.
As a result, we have an entry in the player's guide to make the change in order to be able to use PC.
No such entry exists for the Outsmart feat. This means that it is still the player, NOT the figure, making the roll.
When using Outsmart, there is not a figure to which LoF can be drawn...on either side, so PC cannot be used.

Umm... you can PC your dice on your turn and your opponent's on his turn. So if you somehow get Outwitted during your own turn, you can PC your own Outsmart roll.
You can pick your friends and you can pick your nose, but you can't pick your friends nose.
