But a little more serious: if every figure with a certain power is to get its own clarification that will make the Player's guide even bigger... It's big enough as it is right now, IMO.
I agree that the Player's Guide is big, but don't you agree in my specific example this kind of ruling should be included with Doom's section? How are people supposed to know about a ruling like that when it's not in that specific character's section? My guess is 80 percent (maybe higher) of the people have no idea the ruling is under Emperor Joker. It's ridiculous to expect people to know that.

While I agree that it should be in both places, I'd estimate that your guess is way off.
We are talking about only the people who know of the existence of the forums/player's guide. (Face it, the others would be completely unaware of any ruling at all, so you really can't count them here.)
The majority of players are not new players. A very high portion of the players currently playing were also playing during JL. Those players would be aware of the ruling and its existence under Joker.
Under pressure in a tournament, there may be a brain fart, sure, but to pull a number from one's posterior () and say that 80% of the people wouldn't know is a bit ludicrous.
I'd guess that i might be the inverse with about 20% falling into that category.
Either way, there's only a 1% chance either of us is correct.
On a more serious note (love the statistics, Harpua... 50% of the time, your numbers are 100% correct ), if the player's guide should be changed anywhere for a ruling like this it would make more sense to include a line under Outwit itself. Something like:
If a special power allows the character to use Outwit to counter all of a character's powers (e.g. 'Joker Makes the Rules' and 'Powerless'), this means that all powers are countered including powers that may appear on the dial that were not present when the special power was initially used.
That way, you wouldn't have to go hunting for specific characters.

Well in my venue, it's more like 95% of the people don't know where the ruling is located. I'm the only one that seems to follow the rules close enough and actually spends time on the forums asking questions to be able to make these rulings. No one else at my venue seems to care enough to spend such time. I'm guessing my venue is pretty average around the country. So I really doubt many would get the answer right if pop quizzed on this, which is exactly what happens in the tournament environment. Judges are constantly being "pop quizzed" on questions during a tournament. Now judges aren't expected to know every single detail of every single rule in their memory, this is what the Player's Guide was created for. A guide to help us find the specific rule that comes to question. However, getting back to my original point, it defeats the purpose of the guide if the rule in question is not located in the specific character's section. This is why I feel it needs to be included in the next update.
One more vote for having dooms power detailed without relying on Jokers. The venues in my area are heavily into theme teams and teams are roughly 1% Indy, 10% DC and 89% marvel. Emporer Joker? I've seen him played a half dozen times almost entirely 2 years ago during the sealed. Doom? I've seen him played a dozen times already and I expect to see him plated dozens more since its the best/most recent 616 Doom we have. If we played DC all the time and it was detailed under Doom we would be just as confused so I don't want a trend to start of universe-based discrimination.
