First, thanks to normalview for not getting frustrated or angry with my challenge on his rulings. And thanks to nbperp for settling the debate at hand. I don't think I am the only one who has understood the theme team pc rules differently, and it's good to have this finally nailed down.
Ok, so now that the debate is over on how many times a single character can use PC along with Theme PC in a single turn, let's start with some new questions...
1. PC is not an action as we all know by now reading the PAC and this thread of course. So, if I successfully MC my opponent's figure who has the just normal PC power, can I reroll the attack that I make with the MC'd figure with that PC power on that MC'd character?
2. Let's say I successfully MC two of my opponent's characters (let's call them A and B). I am a theme team and still have 2 Theme rerolls left for this game. A and B have Line of Fire to each other, are within 10 squares of each other and do not have any action tokens on them. I start by attacking with the mind controlled A to shoot at C (C = some other opposing fig). Now, I roll the dice and I miss. Since B is still on my team, can I have B use a theme team reroll to reroll A's attack, thus putting a token on B, then, after rerolling that, do the same thing again and put another token on B, thus pushing B, and then continue on with the MC action and attack someone with B? (sorry for the run-on sentence)

You can put tokens on any friendly character. In this case A and B are friendly until they are given their MC-granted free actions, so yes.

I am at work and cannot access rulebook online, but doesn't FF rulebook state that you can only perform ONE action with an MCed character and that you cannot give any actions that result in an action token being given?
In other words, you may not attack AND roll a PC on same attack with an MCed figure.
And you may not use MCed characters for theme team probs.
Plus, the MCed characters would not be themed while they are MCed unless they happen to share a keyword, anyways.

Thanks. This is how my mind works sometimes. I had never considered this earlier because I understood the theme team PC rules to work differently before today.

Bystanders don't share a keyword, but they can still use PC. The only condition to use the PC is that the figures are on your team, keywords don't play a factor once the game has started and you have already established you have a theme team. At least, that's what I think, I've been wrong before.
During team construction a keyword theme team gains Probability Control at a rate of 1 use per 2 characters with the needed keyword.
That PC is in a pool usable by any members of the team.
There are 2 restrictions on the use of this Prob:
A) The character cannot have taken an action yet.
B) The character cannot be in the midst of an action.
Once theme prob is used an action token is placed (not given as a result of an action) on the character that meets the above rules and has Line of Fire to the action being rerolled.
Now as long as there is prob available in the pool, any character can dip in and pull prob to use, again provided it is not restricted by A or B.
At least that is the way I envision it...

Yes. It says that.

It doesn't say that. IT says that the action you give the figure is a free action.

This is not true. PC is not an action, free or otherwise.

There's no problem with this. You have a theme. Bringing the guys onto the team doesn't "mess it up" so to speak.
Once you have your theme defined (at build time), then pretty much nothing can take away your benefits and anyone friendly to you can use those benefits, even if they aren't themey, like opposing figures made friendly or your own bystanders.

So, to reference original question with regards to MC. I use enchatress and MC both Rocket Raccoon AND Bug. They have LoF on each other, as well. I use Rocket to attack Star-lord and miss, I can give a token to Bug for Rocket to reroll with theme prob, then I miss again, give a second token to Bug and 1 pushing damage, miss again, THEN use Rocket's PC?
Thinking about this a little more, I just realized I could use CSA as an alternative to using Theme rerolls to essentially incap my targets of MC. Wow.

So, I MC Rocket Raccon with my Asgardian theme team with 2 team probs. Rocket has no Action tokens...I can attack with him giving him one token since he had 0, miss, give him another token for theme team prob and 1 damage for pushing, then use his own PC when he misses a second time?
Not quite. The figure being given an action cannot be the one to receive the token.
Let's say that you dual target MC Rocket Raccoon and Bug. You can give RR his action, then PC it with Bug, giving Bug the token.
No actions are given simply for the actions taken during MC.

Yeah, I think that's right except for one thing...
Doesn't pushing damage happen at the very end of an action (it's the very last thing you do)? So when Bug gets that 2nd token, he doesn't push yet and you can still use his current stats to finish the mc action before he takes a click of pushing damage?

Not quite.
The push does come at the end of the action, but it is the end of the free action being given to RR, so he'll have taken his damage before beng given his own free action.
