Close one, but my personal play style leads more to Mirror Master. Penance can be useful, but just much more difficult for me. I have used MM, and seen him used, very effectively.
My vote then goes to Mirror Master.

I've played both Penance and MM and must say, Penance offers that Oomph, and a smart player with him can really catch you off guard if you don't know what you are expecting with him.

My vote goes to Penance.

Final result = Penance 24 - Mirror Master 13.
