If he could also Outwit friendly characters, and did not require adjacency for using the powers that he countered, then he may have been playable. Probably could have also used an 8 range, Indomitable, and a 'can't be countered' clause to his SP.
One of the best sculpts, but worst dials, ever made. The adjacency requirement of his damage power made it almost worthless. Outwit had to be reserved for your opponent's Outwit, because if he lost his Mastermind, then he'd be blown to kingdom come. His low damage wasn't harming characters in his weight class unless he Outwitted their defense powers, which he couldn't use himself. Some Willpower would have been nice, but the need to push onto Poison and Impervious came up often. Mind Control was not a particularly good addition, as he was ideally meant to steal a character's Flurry, CCE, or BCF and then knock their block off. For as many points as he was, his combat values were largely abysmal. Calculator TA would have been helpful. The lack of keywords was a huge bummer. In a big enough game, even some of the worst characters can still manage to pull their weight. This guy was not one of them.
