Yup, over two months ago. I'm glad more people are seeing the info, so it was time.
Here's the exact cut and paste from the NECA solicitation with a little more info than was posted in this thread so far:
Marvel HeroClix: Web of Spider-Man Organized Play Kit contains everything a retailer needs need to bring HeroClix players into their store for weekly events - including new limited edition figures, 3-D objects, maps and more!
Each OP Kit include prizes to run 10 weeks of events, with each week giving away prizes for 1st and 2nd place, a fellowship drawing, and a judge reward. A suggested schedule and format guide makes it easy for stores to run HeroClix organized play for the first time.
OP kits are intended for tournament play and NOT FOR RESALE.
There is a limit of 3 kits PER retail location. Each store location for a retailer must purchase the minumum specified below to qualify for the kits.
2 Web of Spider-Man Cases - 1st OP Kit
7 Web of Spider-Man Cases - 2nd OP Kit
12 Web of Spider-Man Cases - 3rd OP Kit
Each OP Kit Contains:

15 Limited Edition figures. All LE figures have different paint jobs from the normal versions of the figures! (3 copies of 5 different figures, each with character card).
12 3-D objects. All objects have a special game effect! (4 copies of 3 different 3-D objects)

12 Alternate Team Ability feat cards (3 copies of 4 different cards)
1 Instruction Sheet
Thanks a bunch! My venue only ordered 6 Cases! I pay for the prize support kits though... but if I knew they would up it from BatB I would have made sure we ordered 7 cases. Damn you WizKids for changing it!
Why?
On top of being part of a buid-a-figure like from the Marvel Legeds toys, it could still have rules to allow it to function as a special object on its own.
I wouldn't really be upset. I just REALLY wanted to say LE Tire.

I'm really worried the ATAs that Wizkids give out for WoS will be feats and will need newer ATA (black top, price per figure, based on keywords) versions of them made.
I could see one of the Special Objects being Odin's spear. During Siege, Norman Osborn assigned his Thunderbolts to recover the artifact, and they ended up fighting the Mighty Avengers over it. It was one heckuva spear.
Hmm! I just realized that we have a distinct possibility of getting an Eric O'Grady Ant-Man in this set...maybe even a Grizzly (since he matches both the Dark Reign and Spider-Man criteria). Excitement!
Give the character carrying this a power action to make a ranged combat attack that ignores hindering terrain targeting a single opposing character. If this attack is successful, it does no damage, but lines of fire to the target character cannot be blocked by anything except blocking terrain for the rest of the game. Remove Spider Tracer from the game after it is used.
It would be awesome to see Cap's shield as a special object. Web Shooters could be fun too. I think any special object with a cost should be 5 or less. Especially since they require super strength and can be easily destroyed before they are even used.
I still think it's stupid that you need superstrength to pick up the 3d lanterns. I can see needing superstrength to pick up cars, hot dog stands, and Thor's hammer. But not lanterns.

Yipes, 15 points is a lot for a one-shot that eats an action and might not even work, and that requires super strength to use.
I hemmed and hawed about it for a while. It is high, but on the other hand, if it works, there's nothing the former-stealther can do about it, he's visible forever.
I considered making it cheaper, but giving the target a way to remove the tracker (which would be comics accurate), but it seemed like way too much text.
In the end, I thought to myself that if it cost 10, there was no way I wouldn't use it on a team that was heavily ranged attack and lacked any other way to deal with stealth. At fifteen, it was more questionable to me, no longer a shoe-in. That seemed about right to me.
The point about super strength... I'll lay money down now that within three sets, we'll see objects that you can pick up without needing Super Strength. With the new importance to special objects, they're going to start finding the super-strength-to-carry is far too much of a limiting factor to the game designers. When it happens, I want someone to remember and come back here and rep me. : - )
A couple people have said this 7 case minimum for 2 prize kits was an increase, but it was not. This format is exactly the same as we saw for B&B. There were a couple incidents of people saying their store didn't get them or got them late, or were 1 short, but I would call them isolated. It seems they got it right last time. People (in general - don't get too picky on this) got enough. Prices weren't astronomical. I'm sure they saw this and said, "It is good."

Eric O'Grady would be pretty cool, but Grizzly would be awesome. I remember reading his original story back when I was a kid. His updated look in Agents of Atlas and Thunderbolts is pretty great. I'd love to see him make the cut.
...now, if we can just get Professor Pyg confirmed.
That'd be nice, but I'd be pissed if I won LE Tire.
One could also point out that making the full vehicle would require 4 LE tires, but the ratio they're distributed in means that there are the exact same number of tires as there are any other parts of the vehicle, making the LE tire one of the worst, but also most sought-after parts of the prize kit!
