Ok so can he declare multi attack use ppb then free action of pulse wave then for the sec multi attack use ppb then pulse wave as a free action again??? Giveing him 4 attacks or can he bot use the free action on the sec multi attack
You should quote the power(s) in question when possible, for clarity and to get an accurate answer. Additionally, this question should have probably been posted in the rules section.
That being said, you would like to know if his "Clear the Skies" SP can be used twice during a single Multiattack. The rules for Multiattack were modified a couple of years ago to tone down team bases and Sentry and Void. I suspicion that the change will affect the Dr here as well, and not allow him to use his SP twice during a Multiattack.
Why aren't the point values for the other starting lines up?
I'm sure you know the answer by no but for those that don't, it's because the dials aren't point valued normally. The first dial (1960) is technically 600, but to play him at 1200 you use dial 1 (1960) AND dial 2 (1977). So you aren't choosing one as that point value so the dials aren't a point value if that makes sense. It's all explained on his giant card: Aspect dial is ignored when using Dr. Manhattan as part of a force. The number of combat dials used determines Dr. Manhattan's point value in a game, as explained in Table 1. If one combat dial is used, use Dial 1 (1960 at 600 points). If two are used, use Dials 1 and 2 (1960 and 1977 at 1200 points). If three are used, use Dials 1, 2, and 3 (1960, 1977, 1971 at 1800 points). If a combat dial is being used in game, turn it to its RED starting line. If a combat dial is not being used, turn it to it's KO clicks. Players begin with Dr. Manhattan on Dial 1 and when it is KO'd they use Dial 2 and so on. Damage does not carry over from one dial to another.
