I'm kinda confused by your section on Inspiring Command. Isn't it nice on higher point figures so that your stronger attackers get to take advantage of it? I know Vet Hawkman's JSA buddies, like Stargirl, Liberty Belle, Black Adam, Green Lantern, and Wildcat love getting Willpower.
The concept is, in a standard 300 or even the overly common 400, you don't want to spend much on the Inspiring Commander or you won't be able to toss many inspirees on the team. You also don't want your commander to be a target, and spending a lot on a centerpiece commander would do exactly that.
If I were building a 400 point X-men team and wanted use Inspiring Command, here's what I'd do:
-Havok (Veteran) 44 + Inspiring Command 15
-Cyclops (DR) 40 + Coordination 6
-Jean Grey (IC Rookie) 31
-Iceman (XP Rookie) 26
-Storm (DR) 40
(Subtotal for Inspiration Box=202, which even that is a little high to spend.)
-Nightcrawler (WoS) 86 + Nanobots 10
-Bishop (M&M) 100 + Alias 3
(Total=400)
i've seen you placed the kingpin le. but if it's for placing a card it's better to use the rookie kingpin for 24 pts. i would add also HOT cap. even if he only has a couple of clicks of leadership The penguin from Arkham asylum. i agree adding also master of Quack-fu (howard) to the list
