leadership can "give" ASTs by being a prereq for contingency plan.

but the only way in our league that leadership itself does it is if you get an SA with EVERY action, including the extra one

so in a 300 point game, if you hit leadership and then for all 4 actions get an SA, you get an AST for the leader. which is to say, it pretty much never happens.
