This actually happens a lot in the action figure world. A promo or figure set will include a "pre-pack" (vs. re-packaged) of a figure that hasn't yet been released on its own.

Looks like that sculpt will be totes awesome. I'd die if it was that play-test dial; I remember seeing that way back during the hiatus and just freaking out. 3-6 is just about broken if you ask me, but it's Thor, so I wouldn't complain.
