You can indeed force someone to re-roll Pulse Wave...as long as the one using Probability Control is not within the area of effect of the Pulse Wave. Once you're in the area of effect of Pulse Wave, you can no longer use any powers or abilities until the Pulse Wave resolves.
I'm fairly certain that there are many ways to force an opponent to reroll a pulswave. How is probability control being ignored? When its activated AFTER the first initial successful hit. You guys should chill out....I don't mean to offend. But my venue will play it as we read it. Relax....I'm not saying you guys are wrong.
you can only reroll if the person making you do so is outside the area of affect. Let's break this down and help you out a lil bit.
Character A possess 8 range. 3 people (B, C, and D) are within 4 squares, and 1 (E) is outside.
A uses Pulsewave, the area of effect is half his range (4).
Any figure within 4 squares is then targeted and cannot use any powers or abilities. So B, C, and D cannot use anything (including Defenders) as long as the action is taking place.
A hits all the targets. E is allowed to use probability control, as he is not being targeted and has all his powers. C can not because the action has not resolved, which means his powers can not be used.
A rerolls, hit all targets.
You then deal damage to the hit targets. B has mystics, but cannot use it because at this moment it should activate, but pulsewave says mystics cannot be used. The attacker is not dealt mystics.
A then has a token placed on him, which completely resolves the action.
B, C, and D now can use any powers and team abilities they possess.

Department H, even by following your thought, your idea is still wrong…..
An attack roll can be re-rolled ONLY because it ISN'T resolved yet, otherwise you can't do it. For this reason, unless the Probability Control is outside the range of Pulse Wave, the Attack action is still ACTIVE and not already resolved and then PW prevents the use of PC.
Regarding Team Abilities that replaces Combat Values of any kind, you decide if you want to use them WHEN AN ACTION IS ANNOUNCED (this is one of the reasons why you have to announce every action you take during a game to your opponent), not while an action is taking effect.
For this reason if a player announce "I use Pulse Wave with char X" the opponent is allowed to replace Defense values with the Defender TA or trough the Defend power before the player applies the PW effects; since PW can't undo things and the values are already replaced, the player have to roll for the PW attack against the Defense values of the affected chars in Area (including the replaced ones).
