Oof! That's a tough EE attack there... Since the damage is dealt simultaneously, I believe I am able to deflect the damage on to Madame Hydra, and then, from Madame Hydra to HYDRA Officer (4). Giving HYDRA Officer (4) 2 DFD pts, I believe.

1) Madame Hydra will push to use RCE, targeting Blue Beetle with a ranged-combat attack. It's a 9 against a 13-1(HYDRA TA from Red Skull), requiring a roll of anything but a critical miss. And the roll is a... 3,4=7, which is a hit. Madame Hydra deals 2+2(RCE)=4 clicks of damage to Blue Beetle, which is enough for the KO. Madame Hydra does not take pushing damage as a result of being adjacent to Red Skull with Inspiring Command. Madame Hydra gains 1 SA pt. Madame Hydra gains 1 KO pt.

Hey, no worries, man. I've been in your position before. It just highlights the one huge weakness of my team, which is mobility. Sadly, there are no figures with the Hydra keyword that possess flight or TK besides Fixer. But if I give up theme, I lose my source of PC, so it's a difficult situation. I'll have to do something thinking, but I'm not sure that I can catch you.
