Another reason why two powers that couldn't be used together would have an and instead of an or would be any game affects that check whether a character can use a certain power.

Theoretically a character with a power that said "Character can use Hypersonic Speed and Mind Control" could be assigned both the Damage Shield and Mental Shields feat cards at the same time. If the power read "Character can use Hypersonic Speed or Mind Control" then they would only be able to use one at a time.

Just an example.

FYI, any feat can be assigned to anyone now, regardless of the prerequisites. I could put Mental Shields and Damage Shield on Lian Harper if I wanted.

Right, but if you could only use one of those powers at a time you wouldn't be able to use both feats at the same time.

Not that using both of those at the same time grant any advantage, but the point is that it could given the right powers/feats.

Stunning Blow and Trick Shot on a figure with "Incapacitate and Ranged Combat Expert" would be a good example.

Cards trumps the rules all the time. The big thing people need to realize is that the word "and" is not a carte blanche to combine any dang powers they may want. You still need to observe the basic rules of compatibility. If the card is meant to trump that, it is spelled out explicitly.

The following is an attack special located on the le Infinity gauntlet figure 'runner':
Quicker than thought; while using hypersonic speed, instead of a close combat attack, runner may be given a close combat action as a free action to use FLURRY or EXPLOIT WEAKNESS.
Hmmm....hss/flurry is clearly a legal move granted by this characters special. So why is it far fetched to assume hss/phasing could also be a legal move granted by a specific special? Doesn't flurry require a power/move action same as hypersonic speed? In addition the 3d object space gem grants the use of phasing/teleport to the runner. However on his speed stat he has hypersonic speed and later on flurry. If he can LEGALLY use hss in combination with flurry or exploit weakness...what's to stop an experienced player from assuming hss can be used in unison with the power the gem provides? If I've learned anything, its the apparent plethora of loop holes circling this game system. In fact heroclix is so plagued by loop holes and inconsistancies that official 'rule authorities' literally are forced to make them up as they go along. As the game evolves, number of players increase thus questions are asked. Obviously someone has to answer, esther or not the answer existed before the question itself.
