So this version of Dove and Brightest Day Deadman are 173 points. Looking at relative power levels, I see no reason why we can't have a 127 point Hawk with the Brightest Day keyword for an even 300.
I'd play the heck out of that team.

An amazing tentpole killer. Not quite as useful in general purposes as Elsa Bloodstone, but if the two were in a race to KO a colossal then Dove would out perform by a small margin. It's all in the trait, on a higher end damage machine like Worldbreaker she'll be a devestating threat, but against a swarm like Hydra she won't be pulling her point cost.
I like her and just wish she had the Teen Titans keyword considering she was part of several Titans related story arcs including Blackest Night.
I'm a bit surprised there isn't any sort of incap power since Dove's whole thing was about non violence and restraint. EW makes a bit of sense to me, at least how it's rationalized on the card. The CCE however feels out of place. I suspect it was a consession to game play over character accuracy.
She's still a fantastic secondary attacker. Pair her up with a close combat brick who could benefit from the defend bump and tag team the tentpole.
See, you talk about power creep. Here is a B-list superhero, given 0 damage, but could possibly end up doing 5 penetrating damage against A-listers like Superman and Darkseid,
for 86 points.
And most likely, that Exploit Weakness won't be Outwitted due to Stealth.
People have been complaining about Batman dials?
Well, this is definitely more egregious in my opinion.
I definitely still want this character, especially as a Batman Ally like that, but that trait may be a BIT much.

An interesting figure indeed IMO. It reminds me of the Justice League episode where she figured out the best strategy to stop the destroyer armor (or whatever they called it) was actually to stop fighting it.

Yeah, the penetrating damage is too much. Just replacing the value would be perfect.

That was the original Dove, Don Hall...a dude. Wish they'd brought him back in the New 52, as he never got a chance to shine before Crisis took him out.

I keep seeing people post this. I hope we're not talking about damage because the trait is a replacement value, so it will replace whatever value you have perplexed. As I understand it "replace then modify" only works when game effects or powers occur at the same time (ie: JSA and ESD), whereas perplex occurs well before a close combat action would trigger the trait.
Current theory is that the BoP could be recieving the Bat Ally TA for the same reasons the Doom Patrol uses the Outsiders TA or the Power Pack have the Fantastic Four TA.
The Bat Ally TA was likely considered "close enough" for the Birds of Prey. I'll leave it to the Birds of Prey fans to say how accurate the TA is.

I'm a pretty big BoP fan, and the Bat TA makes sense to me. They are largely a covert ops team, working often without sanction from governments or even other superhero teams like the League. For most of their early series they operated out of Gotham, so in that way it makes sense.
One could argue against it, because Batman often was depicted as not being very happy about having an uncontrolled elements operating without his direct oversight, but usually Babs put him back in his place and he ended up having to tolerate them.
Oh ... and someone commented that flying was not in character for Dove. Dove can fly - Hawk cannot. That is one of the differences between the two character's powersets.

No. I do not believe this is correct. It is a replacement value. That has a very specific meaning in the rules. Whenever you replace a value, you then apply any modifers that are in place to that replaced value. Whether it is attached to an action or not, it doesn't matter.
To draw on another example, I can perplex up movement before a Charge. Charge specifically says that the character's speed value is replaced with half of the speed value. That Perplex doesn't happen at the same time, it is a free action taken before the replacement. So the order is:
Character B takes a free action to Perplex up speed of Character A
Character A takes a Power Action
Character A replaces Speed with Half Speed
Character A has Perplex applied to Half Speed
Character A takes movement and may make a close combat attack
Dove's ability is comparable to this situation. Assuming Dove is adjacent to another character:
Character B takes a free action to Perplex up damage of Dove
Dove takes a Close Combat Action
Dove replaces her Damage with the Opposing character's Damage
Dove has Perplex applied to her new Damage value
Dove wrecks the opponent with a close combat attack.

I have never heard Charge and Perplex described in this way. However I just got a rules clarification from an orange and I am surprised to hear I am going off of the old "replace then modify". This startles me because now Dove is a little broken.
The more I think of it, with EW the damage should probably be capped at 3 or 4 tops.
It's interesting that people with CCE will be a good nemesis for her because she can't use as much force against them as they can against her. Funny how the intent of the power sort of gets lost in that case. Maybe instead of EW she should've copied thier powers but only if they had CCE or EW? Wonder if there are any other good candidates?
