GCPD cruiser bases a HSS fig (piloted with all the abilities).....can the HSS fig activate HSS KOing the cruiser and continue with their movement? basically, can you activate HSS without being able to move?

Prerequisites: Any character with "GCPD" or "Gordon" in its name. GCPD Cruiser can use Plasticity; characters that can automatically break away or ignore characters for movement purposes do not automatically break away or ignore GCPD Cruiser for movement purposes.
HSS lets a character automatically break away. The free attack occurs DURING the HSS movement.
So, yes, you can TRY to use HSS... but you'll need to break away first. And since the Cruiser can use Pasticity, your chances of being able to break away successfully are slim unless your character is a Giant (ignores Plasticity) or can use Plasticity itself.
So Norm, that ruling would be the same for Blade if the character he calls out with his trait were to hypersonic in a square next to him, correct?
Norm is nbperp. Just putting that out there to avoid confusion.
Let's quote the effect in question and find out:
Supernatural Tracking: At the beginning of the game, choose an opposing character. That character can't automatically break away from Blade and, when it does roll to break away, only succeeds on a result of [6].
So, no, once again there is no automatic break away. HSS characters must roll break away unless they have another ability that would grant IM: characters; there is no break away roll necessary if your character ignores characters for movement. The GCPD Cruiser can't be ignored, but Blade has no such wording.
