Defiant should get him the firepower he needs and with a few choice crew on it, he can do everything he needs to without polluting the timeline and getting a visit from temporal investigations.
I won a tourney using Enterprise and Defiant. It ruled. But I don't think anyone at my venue saw anti-matter mines coming.

This was in month 2. I used the Defiant to shield the Enterprise from getting shot by the gun things. And eventually I would shoot over the enemy and drop mines.
If I were to change it I might try and figure a way to get some torpedoes on there. But normally after the anti-matter mines hit multiple ships it was game over.
Anti-matter mines are great. Hardly anyone plays them, so they can be a nasty surprise. I managed to drop them on top of 2 valdores (ironically on a guy who frequently plays cloaked mines) and blasted them down to just a couple of hull points. In the end it didn't matter as we ran out of time before I could finish them off. Still mines are probably one of the hidden gems for federation fleets.

I'm using the Command Tokens, too.
With ToS, it's all about patience. I can't win many straight-up fights, so I have to be willing to not do much damage that often. When I get the opportunity, I have to make it count.
Have you used Anti-matter mines? Or do they not fit in your builds? They were crucial for me when playing a two ship Fed fleet. But I don't know if that doesn't match what ToS represents.
