As far as adversaries are concerned... considering it's the total SIX seasons, I would say Dominion/Cardassians are the mafia. SK is uncertain, the Pau Wraiths weren't big until S7, or well... when did Gul Dukat get crazy wraith powers?

Because really, Pau Dukat as a SK makes crazy sense, then the Dominion as the mafia.

Stan with the day 1 mafia power play.

Don't forget the turbolift that got stuck and trapped Odo and Kira inside and Kira was all "your skin looks awful dry" and Odo was all "mind your business" and then Kira was all "why are you shaking" and Odo was all "I need to turn into pudding but I'm scared you'll eat me" and Kira was all "I don't even like pudding" and Odo was all "can I use your dress as a bucket" and Kira was all "I guess so" and that's when they first bonded.

That damn turbolift was one of the early series villains, but often overlooked in situations like this.

Obviously the mafia is the Original Series bridge crew.

So on topic of who is the mafia... I may not know much, but any culture in the sign up threads title would be my guess.
