But that isn't how it works. It doesn't tell you to assign it to whoever you can. You are assuming that one would supersede the other, but there is no hierarchy of game effects so they both have to happen. Based on your reasoning it could just as easily be that even though Thanos says he cant have a resource, the Book says to assign it to your whole team so you must be able to assign it to Thanos.
