And I think a split between comics and tv is fine. Doing the same to the villains?
Also, don't count on that second set of TMNT until it appears.
This is the easiest solution I can think of, honestly, and the villains can be put into the same categories. If someone's going to core the Turtles or TMNT Villains, they have to choose either comics or TV, and then draft the other versions.

And Nifty, you're probably right about the second set, but I still am being optimistic.

KC Wonder Woman would have to be drafted at her cheapest uncarded version (198 pts) or her cheapest carded version (25 pts).

Why not? Do the rules prevent it?
It would be a bad team, but you could. The entity rule is in place to prevent possession because that was felt it would be bad for the League.
There are lots of characters that are bad at lower levels we don't let them be drafted at higher levels.

Hm. It's not that they're bad at that level. It's that they are the same way as entities, inherently bad for the league.
I mean, I can see an argument made for the giants from the super boosters as well. (Those things have been hurting both leagues.)
I can still make the same team with slight differences.

The Entities are bad for the League because they're de facto resources (at least when they're played at their lower point costs). We've decided that we don't want resources in the League, and so we've decided not to let people play the Entities as resources.
The new KC characters do not function as de facto resources at their lower point costs. They're immobile support pieces (with a chance of turning into a 1-click attacker). They're hardly as unbalancing as resources, and I don't see how they're inherently bad for the League.
I'm also surprised to learn that the superbooster Colossals are considered bad for the League. I had one of them--the Batman/Superman Robot--on my team last season, and while it was a useful character, it was hardly unbalancing.

I support KC Figures being drafted at their cheapy cost level. The disadvantages of them at that level compared to their advantages are massive. Entities they are not.
Colossals have the same story. They're ridiculously good for their point cost, absolutely. But they're one shot, and that shot can easily hurt your own team if you're not careful. In my two matches with BM/SM Robot, he's made all of 1 SA, and a few ASTs thanks to Empower. Against DarkCorsair, he was taken out on turn 2 and ended up being more of a liability than a resource (mostly due to my misplay, but eh).
The difference between the 25 pters and ID cards is that there are 6 Colossal Retaliation pieces, that are on the board and you can deal with them. With ID cards, there are literally thousands of options, and you can customize what you'd like to bring for every match, they're impossible to prepare for, and you can get multiple ID cards for every Colossal Retaliation figure you might play.
Most Colossal Retaliation figures are villains, and thus relatively hard to draft with any kind of theme.
ID cards are bonkers, can fit almost any heroic team out there, and STRONGLY STRONGLY favor the Avengers and JLA, which don't need assists.
I mean honestly, can you name a single situation where you would select a Colossal Retaliation figure vs their weight in (presumably thematic) ID cards?

For instance, if I want Heightened Reflexes will I need to upgrade to Heightened Reflexes CR and to use it on my ESD clix Heightened Reflexes ESD?
I ask because if the Keyword upgrades are different than the Powers/Abilities upgrades names should be changed, if all upgrades are for a specific Power/Ability then everything's fine.
I can change the names, sure. You wouldn't need two upgrades for Heightened Reflexes CR and ESD, so same name same cost same feat. I'll try and find a way to link them.

Should read "modify the damage dealt by -1."
This would ensure that No damage attacks weren't modified, unless we don't think it matters.
I think classically it was used with Mind Control and Incapacitate attacks pretty freely (and before it was damage dealt).
Decreasing the damage dealt vs damage value only has a couple corner cases of effect. Even if it said damage dealt, it would be able to be used with Incap/Mind Control.
