You're not wrong. But remember that if only one figure can have LoF drawn to him within PW's half-range, then he does full damage. So a pre-action Perplex still effects PW's damage if against a single figure.

Here is an interesting question....Can the pulsewaver perplex his own damage? I would think so because it was done before the action of pulsewaving.

That would mean that anyone could, in or outside of the Pulswave's 1/2 range....

Geez, now I'm quoting myself!
Never mind. Theirs would be nulled, not because the Perplex is ignored by the Pulsewave, but because as long as there's more than 1 target, it always gets reduced to 1 dmg. Ok, going with the original suggestion. The only one inside the PW range that can perplex the PWer is the PWer.

Agreed that Incapacitate got a LOT more useful with the rules change. The Leader even makes a bit of sense.
As for Perplexing Incapacitate damage, I suspect you can't use a free action in the middle of resolving another action. So, you'd Perplex and then use the Incapacitate power action, which would reduce the damage back down to zero. Someone correct me if I'm wrong...
BTW, the "at any time" wording comes from the Enhancement power, not the description of free actions (or any of the other free action powers: Leadership, Outwit or Perplex. These have very specific timing described which prohibits using them in the middle of an action's resolution.)

So that would leave Enhancement as the only way to deal damage with some of these powers? (possibly SHIELD as well, I haven't reread the definition in light of the new rules, yet.)

Can you still do running shot then use pulsewave (aka LE Annihilus), by using your free range combat action from running shot to utilise Pulse Wave? My brain says yes, but I'm still coming to grips with the action concept, so I thought I'd ask
PW only affects powers at the time it is bein used, not at any other time. It will not have any effect on any of the powers you listed, or any powers which are not "active" at the time of the PW.
With one caveat that seems like an exception, but isn't. If only one figure is in range of the PWer, then the PWer's damage does not become 1, but remains as is. In this case, a pre-attack Perplex can affect the damage, but it is because that damage value is expressly not a product of PW.
