So, can they not use Charge if they start the movement with 6 squares? Or is it that they can use Charge, but they just can't come within 6 squares of the area?

If you are outside the 6 squares you can activate Charge and use it normally, even if coming within 6. If you start within 6 when given the action, you can't use the Charge.
I know what you mean about real time stuff. That's why I like to poke my head in and around games often to see if I can help when someone else isn't online while also trying to not butt into things.
