What is the best engine AGAINST a Beat-down based meta. I mean Chaos Beatdown. Basically chaos with beatsticks and some staples. Basicallly imagine a world without Dekoichi, but use brute force( and a night assailant) instead of the choo choos.

I would recommend hand control.
It doesn't sound like you will be able to gain advantage through battle. Instead, I would deck a lot of defensive traps to prevent your opponent from gaining too much momentum, then counter-attacking their open field by attacking their hand and claiming +1's. If they are overly aggressive, you will have a hard time gaining field advantage, so I would say the best thing to do is whittle down their hand, until you can setup your field and overwhelm them.
Wait a sec. I just realized Ive been HAD. Card Destruction doesnt work with DW monsters since they draw after right? MAN! Im pissed. I lost to a Goldd SS'd that way! : (

You have sucessfully described my VLord control deck. The hugest common drop is Vamp Lord. At 2000 atk, he is easily crunched down by Cyber, Chaos Mobs and anything else shiny and cool. Even without Sakuretsus, the deck still loops around ugly technicalities and stats, and goes in for the win. Not sure how it consistently does it, but seriously, Don Ziggy is a threat to reckon with.

Card Destruction works with the DW Monsters, i believe. Its not a cost. If i negate your Card Destruction, you don't lose all your hand.
What Hand Control OPTIONS do i have? That's what i mean. I been thinking of reborning my Water Control( mainly Spiritual Water Art-Aoi based with some +1 water monstters *cough* Mobius* cough and the Frog.) However it lacked power i think.
Oh man. Water control is by far the toughest thing to face. Mainly because of Abyss Soldier. Splash Don Z in there. One or two is fine. He fits in many control decks with no questions asked. Water Arts = teh lame
I think I will remake a water control as well. It was my first deck when I returned to YGO last year. Didnt regret it for one second.
No no, but if something else occurs after the discard, isnt the timing missed? Im not sure ... I just want to know.
The Dark World Monsters have mandatory effects. That means that their timing can't be missed. They trigger as long as they are discarded via an effect, not a cost.

I would recommend Tomato Control, and to get very aggressive with the Reapers.
