In the BOL language now, the card has been addended to read that:

Select a single target figure not in base contact with the wielder as the target of a ranged combat attack, ignoring all line of fire requirements and modifiers to the attack.
Explanation: By removing reference to the “attack roll”, the intent of the Book of Lightning is clarified. The sum of the wielder’s unmodified attack value plus its attack bonus and attack roll result is compared to the target’s unmodified defense value to determine the success of
the attack.

This makes a very powerful attack since no defense modifers. Including that cav has a great attack bonus!

This makes it very stong on targetable warriors.
