Thats Kinda weak i mean the eye is a very powerful artifact, not just some old Night vision goggles.

1 would say your oppenent plays with thier resourse row and hand revealed , as no secrets are safe from the all seeing EYE. Then have it only be able to be equiped by a Character with a Magic Counter as you called them.

Just throwing ideas out. But that's a cool idea though. Maybe something like play with your opponent's hand revealed.
