IMO, we do not know how Villian United works and so there isn't much to talk about right now. There is a possibility that Villian United works with many locations lowering their character's defence for some purpose. If that's the case, then this Deathstroke is obviously a killer.

On the other hand, he might be another Captain America. Cap was widely acknowledged (as far as the people I know) as a very good card but he did not see play in most Avengers build. So, I believe it is too early to make much of a comment right now.

However, let's not rule out his superior effect. To KO any character is definitely something huge. Attack their 6 and get stun, KO their 7. If you don't get stun, not to fear. What can their 7 do to this huge monster anyway? Get a reinforcement card and you may just win the game without even utilising his effect.

plus there could be equipment for attack pumps (similar to airskimmer).

I imagine Chemo showing up as one of two ways:

A low-drop (2, 3, or MAYBE 4) with Vengeance that, when he gets stunned, replaces target location.

A high-drop (10, 9, or MAYBE 8) with Vengeance: Gamma Bomb.

You know, there's only one other 7-drop with those stats.

I guess they thought the Flash-stabbage was the coolest part of that scene (other than the GL-stealing or GA-eye-stabbing, which both wouldn't have made for good card arts).
