Firestorm tried to form a new Justice League out of d-list heroes (and Ambush Bug). Skeets has time displaced pirates attack Metropolis. Someone on the "league" says "Get these civilians out of here." and another member says "I think all the civilians are gone."

Then all the "normal" people start to shout catch phrases, and begin changing into costumes.
