Just by first glance, it looks like we had about double the amount of Mafia games last year than we had this year. I don't really think it's a lack of mods, but more or less a lack of player participation. I often find it tough to juggle more than one game (it's often hard for me to juggle one), so I never sign up for more than 2 at a time and hope that they don't overlap.
It's a bit of both. When games were running more or less constantly, players were around a lot more. But there's definitely more interest in running games than there are in playing in them. Waiting 6 months to get 20 players for All Stars was mildly annoying.

I'm not doing the games any favors by taking so long with Mash-Up. I wonder if the player base dwindling is indicative of HCRealms' traffic overall.

I think a large part of the problem is that many of the people who came to HCRealms just to play Mafia stopped coming here. We've lost a lot of veterans.
I haven't played heroclix in probably 2-3 years. I've just been coming to pop into a game every so often. Never really honed my skills, but I enjoy playing.
Even as a Clix player, mafia was the main selling point for why I joined. The lack of mafia going on saddens my heart. It's the main thing that keeps me on the internet as a whole!
My ability to play multiple games at once basically cratered when I got into Game of Thrones LCG and became really involved in that community. So I try to limit myself to just one at a time now.
(Incidentally, that's where I am, AGoT world championships)
I joined hcrealms to ask rules questions, join the Mafia, and to join the Heroclix Role Players Society. All of which are thoroughly enjoyable. I can't imagine losing the Mafia entirely though. I don't know who would want to just stop having fun like this.
I’m 80 percent through designing my game. I’ll probably put it up when the next game starts.
Which should be by the weekend. Seriously, this game has proved a lot tougher to balance and write roles than I anticipated. However, it achieved what I hoped it would. It's introduced me to new television shows (which is always a plus).
