Well, I had a rationale for both my guesses. The first was based on visual memory, and the second was a guess that if it wasn't Sekowski it was significantly later than I had initially thought-- Poison Ivy showed up in JLA later and was also a fairly common Bat-villain for writers of other books to use (probably because she was a third-stringer not likely to be tied up by any upcoming plots).
When our story opens, the Question is investigating an impossible locked-room murder mystery involving a midget and a 6'6"-tall call girl into heavy bondage. Don't worry, I'll explain later. It's all vitally relevant.

I could get picky and ask which one, but let's end this already! It was indeed Clayface (Matt Hagen), who represented Gotham City's underworld in Queen Bee's group of super-villains (Action Comics #443).
