You're on the right track, aqhoffman. It was neither Dr. Destiny nor Amos Fortune, but you're close. And even though Cary Bates as the writer did technically give him the costume, I'm looking for the name of the in-story character.
In his first appearance, Golden Eagle was the crime fighting code-name taken by Midway City orphan Charley Parker after he found himself in possession of a duplicate Hawkman costume. Who gave him this costume?

The answer, as Mr_JTR so cleverly hinted, is Matter Master.
Hawkman had been recalled to Thanagar, and Matter Master, who was in a coma or trance or someting (I don't recall exactly), subconsciously caused his Mentachem wand to create a replacement Hawkman to satisfy his desire for revenge.

The funny thing is I recalled nothing from reading the names you typed, even though I did read an issue or two of those infamous Blackhawk issues! The names just sounded so badly generic derivative super character-ish that I had a hunch.
