it depends on the point progression for example Jade is on my team I have the Rookie who is 64pts once I upgrade her she would goto her LE level which is 74 pts since it is next in her point progression I would need another stat upgrade in order for her to make her experience level which is 92 points.

So the LE gremlin is less points than the Vet so the LE is the next figure available
