The feat still notes he can effect every target friendly character. So he needs to be able to target them, legally, with his power. Perplex has very well defined limits of who it can effect. So does ICwBW.
In this case, in order to be able to target them, they must be 'himself'. Once that condition is satisfied, he can effect all figures meeting those requirements when BT is added.
BT doesn't allow you to target a figure who is stealthed - stealth negates the line of sight requirement. In the same fashion, ICwBW makes it so you cannot target anyone but the figure himself.
Nothing has changed, nothing negates the feat. The power defines how his perplex can be used, which then changes who BT can be used on.
For more comic-accuracy, Batman will become so stealthy, he will not actually appear in sets.
Instead, there will be a new battlefield condition :
The Goddamn Batman : Both players put their figures away and go home. Batman is declared the winner.
LOL...it's threads like this that really showcase the ugly side of heroclix. i've read through 4 pages of people trying to say that you can use a feat card, when you CLEARLY can't.
give it up people. he's a good fig by himself, but no, you just want to make him something he's NOT. wow, i can't believe it. his card clearly says '' only target HIMSELF''. how is this hard to understand.
if he had regular perplex then go for it, but it says HIMSELF. i'm so glad that i don't have any of those kind of people playing in my area anymore. hold your horses folks, you'll get your chance to feat somebody up to high heaven, just wait.

Your post seems to imply that I'm both a power gamer and stupid because I can't understand how the feat and power work together, which is just ignorant and rude on your part. Rather than offer any helpful advice to clear up the situtation like khayautik did you just flame bait and feed the trolls with your post.

FYI: I personally felt that BT couldn't be used that way, but wanted to be sure there wasn't some loophole that might get exploited at my venue. Obviously, I wasn't the only one who felt that way, as the thread debate carried on for 5 pages and involved a lot of people.
In the future when something isn't clear, I suggest either adding something helpful, or butting out altogether, because posts like yours, that pick apart and debase those that are trying to learn and understand only earn you enmity.
I'm closing this thread because I consider the matter resolved.
