As Harpua pointed out, the thread you referenced, and his old answer, predate the current rulebook. What he said here is what stands, as it is based on the current wording of BCF. Declare the action, declare BCF, make the attack, and then make a final decision whether or not to roll BCF or use the printed damage.
If you read the post I linked and check the language that Harpua quoted you will see that they were referencing the language of the Blackest Night PAC. As such, Harpua has expressed two different positions for the application of BCF under the Blackest Night PAC. Now you can always say that the most recent post is the one that most accurately represents Harpua's viewpoint, but given that Harpua posts frequently, in establishing an official ruling, I'd be much more comfortable knowing he's fully considered everything and has reached an ultimate conclusion. (I also think the fact that Harpua hasn't posted a follow up post says something. Of course by now saying that....)

I thought he was doing it more in their rules posse style. Again, it's been a little while since my original question and Harpua hasn't posted a follow up. I think that is indicative of some indecision. If it was clear cut, I think Harpua would have just posted yes it is definitely this way. Until someone from the rules posse does, I think this is pretty much an open issue.
This is what I have put together in exact order from the sources in this thread. Is this right?
At any point before the attack roll is rolled, Venom Pump may be declared.
1) Declare Charge and Breakaway.
If you fail, take an action token and don't sweat it.
If you succeed, Charge.
2) Charge and make your attack roll.
If you fail, and you miss by 1, 2, or 3, you cannot use Venom Pump to turn the miss into a hit.
If you hit, you can use Venom Pump to up the damage.
3) If your opponent uses Super Senses, you do not need to declare VP until a 1-4 is rolled.
4) If your opponent uses Imperv, you must declare VP before the die is rolled.
Since Venom Pump is not an action of any kind, the way you laid it out sure makes VP sound even better. It's really making sure you only take the VP feedback damage when you really need to.

Except, from what I understand it is the kinds of demands he's made of others for licensing. He's pretty stingy with his work.

For his costs and the feedback damage you take, that does kind of make sense.
Your opinion is fine, the presentation of it with the only ruling we have is my only issue.
Your post looks like the ruling is: Yes, but it doesn't match my expectations of what the power should be capable of based off how the rules are written.
As a Deputy I expect your rulings to be the truthiest of truths. Seeing you, in the same post as the ruling, tell us that the ruling is horrible to you and you shan't abide by it is disconcerting.
I don't see why that would be disturbing. He's doing exactly what the "job description" states.

So technically, can you use Venom Pump modifying his attack value to hit a missed roll?
Based on normalview's post it would appear to be technically legal, but I would check with my Judge before trying it. (As normalview said, while it is technically legal, he would not allow it.)
Let's bottom line this: 1. Bane makes an attack roll, but misses. He can NOT Venom Pump his attack up to then make the attack successful. 2. He can NOT Venom Pump when someone uses PC to make him re-roll. 3. He CAN Venom Pump after a SUCCESSFUL attack roll to increase his damage. 4. He can wait for his target to roll Super Senses before declaring his Venom Pump. If all of those are correct, he is an outright monster.
