Not the best figure I've seen but far from the worst. Within the Hulk set, his range will be good, but his lack of move and attack will hurt him in constructed.
First turn I don't think we'll ever see this guy move on his own. TK or carry up and just wait for people to come closer then a little 'boo' and 4 damage all around. It's like dropping a grenade!
Have someone TK him to the opposing player's front line, then he drops the Pulse Wave bomb. Ouch!

OK sure, no theme team PC, but still a +2 to map bonus, and the capability for a BRUTAL first-strike opportunity.
I think you are mistaken about themed teams... if you don't have a themed team, you don't get any of the bonus: no PC, no bonus to map roll, no canceling a BFC.
That team, since it uses a generic keyword of ruler, would not be a themed team. There is no +2 to map roll.
Ah well.my mistake. It was a nice thought. Still, pushing Isis on to her second click to TK Black Bolt brings up her Probability Control, and if she has line of sight, she can insure that he hits with his special power.
Nova Blast: Give Human Torch a double power action. Human Torch can use Pulse Wave as a free action, but the damage value becomes 3 instead of 1 if a line of fire can be drawn to two or more other characters. Attach the Nova Flame to him when this action resolves.
Senretsukyaku: Give Chun-Li a double power action. She can use Flurry as a free action, and when she does, she may use Probability Control for each attack.
Goshoryuken: Give Akuma a double power action. He can use Flurry as a free action. If he hits at least one character, after actions resolve he can choose a square within 6 squares and be placed in it and then use Flurry again as a free action.
And in the cases where the double power action doesn't grant other action activated powers, we see:
Shoryureppa: Give Ken a double power action. He makes a close combat attack modifying his damage value by +3.
Lightning Cannonball: Give Blanka a double power action. Blanka deals 1 penetrating damage to each adjacent opposing character.
See? No "Pulse Wave" or "Close Combat Expert" or anything else that is normally activated by a specific action.
Heck, you don't even need double power actions to see this. Anytime a particular power or ability is activated by something other than its standard action type, this wording shows up:
Control Box: Psycho-Man does not take damage based on the point value of his target(s) when he uses Mind Control. Give Psycho-Man a power action and choose one of the following options: 1) Fear. Psycho-Man can use Quake as a free action. 2) Doubt. Choose a target opposing character. Until the beginning of your next turn, the target can’t evade attacks, and damage dealt to the target can’t be reduced to less than 1. 3) Hate. Choose a target opposing character 6 or fewer squares away to which Psycho-Man has a clear line of fire. Deal 1 damage to each other opposing character adjacent to the target.
It‟s Clobberin‟ Time!: The Thing can use Quake. Give the Thing a power action; he can move up to his speed value and then as a free action either (1) use Quake or (2) make a close combat attack.
And so on.
Bottom line: you may only give a character one non-free action per turn, period. So if these double power actions want to really do anything with an action-activated power or ability, they must then grant a free action to activate said power or ability.

Well, I just saw the sculpt, and I must say that plastic-y halo thing on his head looks completely stupid.
Terrible. I'm gonna break out the X-Acto knife on it.
