In the Elemental War, who were the 4 DCU Elementals at that time?

Naiad (Water), Swamp Thing (Plants), Firestorm (Fire) and Red Tornado (Air).

Mr_JTR is 100% correct. Firestorm was revealed to be the Fire Elemental a few issues prior to this storyline (which ran in #89-92 of Firestorm), Swamp Thing was always an elemental, Red Tornado was revealed as the Air Elemental a few years earlier in Captain Atom and Naiad was introduced in this storyline!

His Firestorm run was some of John Ostrander's best work.
