To everyone arguing that the Riot Shield should grant Invuln...don't we already have a power that represents shields? Energy Shield/Deflection?
There's a reason Cap's traits grant ES/D, not invuln.
Cap is VERY OFTEN shown wading into battle with bullets bouncing off his shield. Hence the ES/D, he's hard to hit with ranged attacks. Also, since it's a super-science Vibranium shield there is supposedly no impact of kinetic force that is even being transfered to Cap through the shield. Any regular shield would brunt the force of an attack, not altogether deflect it like Cap's.
Riot shields are much more about directly protecting the officer, like little mobile walls that they can put between themselves and a mob. BOTH dials for the Riot Officer are clearly designed for the officers to be wading into the middle of a swarm of opponents, ES/D would not reasonably represent riot officers trying to protect themselves in that sort of situation.
Yeah, Invuln seems like a bit much; especially for us old timers that remember the SWAT officers and Metropolis SCU that just got Toughness, but these guys are a good bit more costly and you can just consider them to be more seasoned officers who use their gear more efficiently or have gotten some newer upgrades.
Besides a single click of 17 defense with Invuln really isn't that scary.
The more I think about it, the more I actually really like that single click of Invuln.
In clix terms, a regular person without special training or a really good weapon will usually max out at two damage. A regular person SHOULD have a really hard time hurting a loaded up riot officer. Their gear is designed to take the sort of punishment a regular joe is likely to try to inflict upon the officer.
Of course, since this is clix that regular joe thug is likely to be getting a helping hand from somewhere. A bit or Perplex or Outwit from the Joker perhaps and suddenly it's easy to find a chink in that armor and the riot officer had better hope that Batman is around.
Like I said above, a single click of 17 defense with Invuln isn't hard to crack and anyone in the clix-verse with just a bare minimum of special training or weaponry (or super powers :P) will be able to put some hurt on the officer.
its ONE click of inv, ONE CLICK of BCF (8 attack to boot and you have to either push or LAND on that click. People are complaining this much over this figure?? Superman comes up WHACKS the cop with heavy if needed, or heck just ignore the cop since well, he doesn't have the damage output to start.

Forget Superman (saying that high-costed power-pieces can easily defeat much cheaper figures never wins you any points).
How well is the Riot Officer going to fair against an Amazon, even without the Minion power being activated? They're both close-combat oriented generics with only a single point difference between them.

17 defense has been pretty standard for years and years.
Guys like Trapster were getting a 17 defense way back in 2006!
Most players are unlikely to even consider fielding a character with less than that (unless they've got something else to really help protect them).

Seriously though, those coppers have higher defense and better powers than some bat villains. Hopefully we'll see some re-makes of Batman's rogues gallery that can compete with the police force!
Not much *generics* get 17 defense... Skrull Commando, Asgardian brawler, Shield Sentry, Hammer operative, Asgardian warrior, Gangbuster... i think that is all... But i do aknowledge that a this has become a standard def for super-heroes and super-beings. This one seems a little much for a human in a combat suit, with invuln... but... well...

I said *most* players. I still use older figures all the time. However, that was an awfully pedantic comment. I also included the caveat of "unless they've got something else to really help protect them" and there are LOTS of ways to accomplish that.
I think my point still stands, without one of the (many) ways for a figure to have some extra protection, *most* players don't often consider playing 50+ pt figures unless they've got at least a 17 defense and not all that often with the lower point figures.
Am I wrong?
I'm just trying to be accurate in regards to the current play environment.
Personally, I do feel 17 is a little high for a generic cop, but it's not through the roof and in this particular case it can also represent how heavily armored and shielded the officer is. The Hulk doesn't get a 19 defense because he's so good at dodging, it's another way of representing the figure being "hard to hurt".
By these same considerations though, I do think 17 is a tad high for Alfred.
