I may not have phrased it in the best possible way, but the point I was making was that PW requires you to draw that first LoF to a figure. If you don't do that, the figure isn't going to be attacked.
That's what I said to start with.

I'd like to see the questions regarding the effects based off of LOF being drawn resolved.
When you draw the intitial LOF, that is not an effect that Strange can do through Concentrate, so the "tagged" figure is not included. From which I draw these conclusions:
1.The damage from PW is dependent on how many figures you drew LOF to, so if it's the tagged one and one other the damage would be full.
2.Ignoring the "game effects used or possessed by" is dependent on the LOF, so the "tagged" figure's game effects aren't ignored (although Hindering would still be ignored, so Stealth would do you no good.)
I'd like someone (preferably a Rules Dude) to either confirm those conclusions or explain why they aren't correct.

1 - Full damage. Damage value keys off of number of targets with a LOF drawn to them. If it's one plus the tagged character, then there is still only one character that had a LOF drawn to it.
However, the MULTIPLE RANGED COMBAT TARGETS rules on page 11 of the rulebook might still apply and that damage has to be divided among the successfully hit targets.
This one does need official clarification, since Black Bolt and the Nova Blast feat kind of make me think it might be full damage to both.

Yes, full damage to both and effects not ignored is what I'm thinking as well. But this is apparently another of the things being discussed, because we haven't yet gotten an official answer and this is not the first time those issues have been asked about.

It was already answered that Dr.Strange can not make a range attack while based, but what if he is based WITH an Astral also based on the same clix? If he uses the free action to pick that one clix, could he then make a range attack on it as per the power since the power says "This turn, Dr. Strange can target that character regardless of range, squares, or line of fire when making a ranged combat attack or using Outwit or Perplex. "

If the situation is like this:

AS
O = opponent, A = Astral, S = Strange
Then no, Strange can't make a ranged combat attack, because he is based by an opponent. The astral power does nothing to remove this rule.
