Can I get a little background on that fact, especially the repercussions? I don't want to contradict any canon in my next post.
I started to explain it, but that was actually one of my favorite bits I had written. So here Tony's speech:
“Behind me are wanted posters for two of the leaders of the Rebellion, Batman and Green Arrow.” The room went silent as everyone’s eyes flicked over the posters. The silence quickly turned into a flurry of whispers and photographs as the pertinent part of the documents became clear. “But by refusing to follow the laws of this country, they give up their right to their identities. So these warrants are issued for the immediate arrest of Bruce Wayne and Oliver Queen.” Hundreds of voices shouted hundreds of questions as Tony concluded his speech. “I realize this may have powerful ramifications for both Wayne Enterprises, of which Bruce is the head, and Star City of which Oliver Queen is the current mayor. But they have brought this upon themselves.” Tony glanced over his shoulder at Nightwing. Dick looked unhappy, but he nodded back at Stark. “For any heroes that are currently operating alongside either Bruce Wayne or Oliver Queen, I have been authorized by President Kelly to offer an amnesty if you enlist as per the SRA by the end of this month. For any who still have refused to do so by the end of the month, and continue to operate, we will bring you in, and the world will know who you are.” Stark paused for a moment, bracing for the deluge, “Does anyone have any questions?”
Essentialy what this lead to was both of those company's getting handed off to different hands. It was never gone in to specifically what is going on there, but I'm sure DocSilence, as owner of Wayne Enterprises can fill us in.
I don't remember there being any in-character repercussions for Bruce or Ollie other than having to leave their civilian lives behind, though. It also strengthened the resolve of a lot of anti-reg folks because Tony put the lives of Bruce and Oliver's families (etc) at risk.
The Heroes strategy was to pick on the weaker foes and get information out of them quickly before retreating back. However, Elektra had her way and her numbers quickly overwhelmed the up and close style of daredevil, nightwing and robin as well as the range support from the 3 archers.

Doing some experiments of The Daily Planet and what kind of elements in their news they would introduce. This is my first time writing Lombard and aside from his appearance in All Star Superman and the Brainiac storyline my knowledge of the character is limited so feel free to critique.

I have a couple questions about the black market. Sorry if the answers were mentioned before somewhere.
1. Can people buy multiple items at once from the store?
2. Also, can people buy multiples of the same item?
3. Last, Focus Defense doesn't say it reduces money. So does that mean you can use Focus Defense to increase your point total to defend a location without actually losing money for the next turn?
Falcone's men stood around fidgeting. They didn't like being together. Years of the Bat's influence had taught them that being together only increased the chances that He was watching. Now that the Bat was out of town, there was a little bit of peace, but that was short-lived with the thought of the new groups of supervillains that had seemed to carve the city up like a cake. The Penguin was nestled firmly in the docks, and opening his doors up for trade. Blackgate had fallen to the Mutants, and many had begun to follow his path. Carnage had holed up inside Arkham, and God only knew what he was doing with the inmates there. The Cats had been quiet, but word was that they'd found themselves a really sweet gig. Meanwhile, the Gotham City Police Department had gone quiet. Some of the members had wanted to celebrate, a city without the Bat or the Police, but others worried what it all meant. There was even word that the Joker was back. They didn't like to talk about it though. The Joker was bad enough when he was fixated on the Bat, and had the police to keep him on his toes. With them gone, there was no telling what the Joker was capable of. Everything was going to hell.
All thoughts when to Carmine Falcone. He'd been in charge of this mob for years, and everyone was anxious to hear what his was for the coming days. Mobsters and gangs were one thing, but this was chaos between supervillains! No one knew what was coming, and no one wanted to be in the crosshairs when it came. Meanwhile, word was that a lot of the Firearms trade had disappeared off the street. It was getting harder to get and stay armed, and the idea that they wouldn't be able to properly defend themselves had a lot of people on edge. Drugs were getting difficult to get as well, and that meant lost revenue, but guns were the real problem.
Falcone was late. Maybe he was writing something really inspiring, or maybe something else was going on. Salvatore Maroni was worried. Falcone had asked him to call the meeting, but when he talked it was slurred, confused. Perhaps something was up after all.
Just then, Falcone walked in from outside. He was alone, his personal guard noticeably absent. He staggered in, almost drunkenly and looked around at everyone. “Well? What’s everyone looking at?” Maroni looked a little shocked. “You called us all here sir. We’ve been waitin’ for ya.” Falcone grabbed at his suit, and immediately began to straighten it. “Yeah, yeah, I knew that! I wanted to tell everyone how well we’re doing! We’ve got everyone on the defensive! The Police are done, the other crime families are laying low, and the supervillains have been lining up left and right to tell me how they don’t want no part in what we got.” He said, his speech obviously slurred. Maroni looked at him, his eyes narrowed. “Boss, are you feeling alright?”
“Yeah, I’m fine. What’s it to you? Jesus, Maroni, you want to be my mama, I can put you back and have you cook dinner for me.” Falcone looked annoyed, though still visibly frayed. Then, he violently looked behind him and said “I told them what you wanted! What more do you need?” Everyone around paused on baited breath, not sure of what was going on, but too knowledgeable of how things are done in Gotham to not know something was up. Something that should concern all of them.
Maroni stepped forward. “Perhaps you should sit down sir…”
Falcone looked erratic. His eyes darted around everywhere. “We were just kids! How was I supposed to know??” He kept swatting at the air, growing visibly more distressed as the moments dragged on. Suddenly, he collapsed on the floor.
A few of Falcone’s men ran over to him, but were interrupted only partway to his body by rats. A swarm of rats moved to surround Falcone. Everyone took a step back, and more than a few of them drew their guns.
Then, some of the warehouses’ machinery began to whir, almost as if it were operating itself. A hoist began lowering itself from the ceiling, and a pair of glowing red eyes rested atop it. As the crane descended, a pale face began to greet everyone, with a misshapen face that seemed to glow in the moonlight.
“I believe your boss’ outburst may have created some….questions. Would anyone like to be the first to go after the cheese and ask them?” More rats seemed to burst from the walls and surround everyone.
Maroni spoke up “Who the hell are you and what do you want with us? And what’s going on with tha’ boss?”
“Secondly, your boss is having some problems. Perhaps we can see about checking him in to a doctor. In the meantime, we’ll need to talk about reorganizing the business.”
Maroni pulled a gun on the beady-eyed man. “Hold on, we’re not doing anything until you tell us what you did to Falcone!” Several others pulled their guns as well, though it was obvious they weren’t feeling as in control as they’d like.
Maroni was ready for anything, but felt dizzy, distracted. And all of the sudden, the door burst open, and Two-Face stood in front of him. “Maroni! You did this to me! I’ll make you pay!” Distracted with the sudden change, Maroni immediately switched targets, and opened fire on Two-Face. However, Two-Face didn’t even react to the bullets. One or two should have gone straight in to his scarred mouth, but they never seemed to make the trip. Instead, Two-Face kept striding towards him, growing in stature until he was at least twice as tall as any human had a right to me. “Maaarrroooonniiiiii” he growled, picking Maroni up and yelling in to him, his face seeming to drip and melt. Maroni could feel bits of flesh dripping down on to him, burning his own face like acid. He screamed out, as he felt himself burning, and knew now he looked the same as Two-Face, a freak.
Everyone else stood around and watched as Maroni began firing at the door moments before he fell to the ground screaming and writhing. They couldn’t get the image out of their eyes, even when their gaze switched to the smiling intruder. Moments later Maroni went silent, staring at the floor almost as if he’s just woken up. “Wha? What’s going on? Two-Face was here!”
The disfigured man continued smiling. “You have formed a very strong organization here. Your own veritable rat pack. I have need of your services…your…fealty. In return, I’m willing to show you how to control an empire Falcone never dreamed of. I’m willing to arm you and make you a force to be reckoned with.” He signaled for a loading dock, and it began moving, the door opening up, almost as if to greet the truck waiting outside. The truck carried the GCPD logo on it, and after a few moments it pulled up to the loading dock, and opened up. A large, man-sized rat monster seemed to be standing inside waiting to unload a shipment. It didn’t take long for the criminals to recognize the boxes as small arms. A hooded man in a green outfit got out of the driver’s seat of the vehicle, and began to help.
“Fresh weapons, courtesy of the Gotham City Police Department! The largest single armory, rivaled in this county only by Blackwater Penitentiary. Yes, you will all be MY rat pack, and in return, I’ll be your Rat King!”
