Roy was ACCUSED of switching decks, this is how I was told it happened...
after losing in the t8 of the Shonen tournament Roy went to play in regionals (with a different deck) and from what I was told and this doesn't seem illogical, UDE mixed up the decklist Roy played in the Shonen tourney with the one he was playing in regionals, so he essentially got banned for a mistake by UDE staff and not cheating.
however, this is also how I was told it by one of my teammates who was at the event.
While he was playing in the top 8 of the Shonen in Baltimore, he had someone sign him up for the tournament and the decklist for that regional ended up being the same list that he had for the shonen. However, he had decided to use the other deck that he had, which was the deck he let Jose Barreros use the day before. That would seem pretty uneventful.
But hold on!!! When there's a conflict in decklists, the head judge makes one of the smartest moves ever. they question every opponent he played to find any discrepancies. As they question every opponent in backwards order, they find that there is an issue between the deck played in round one, and round 2. Since there are cards not common to both decks that have been accounted for.
This alone was enough for the Head Judge, and the tournament organizer to handle things the way they did. And I'll be honest. UDE has known for quite sometime, but has never found anything concrete on them to shut him down, until now.

Much, much better. Though it made me think of something. When your three years are up do you get your points and rating back or are you started over?
I read the title and held my breath hoping it was stclaire and not arsenal, god has answered our prayers (exaggerating a bit)
Well, personally I have never played him, but I have judged events he has played at and it interesting. I was watching him at one event with the head judge, and he asks the head judge if he could go check for his kind of sleeves because his are getting dirty. As soon as he turns his back he stacks his deck and starts to play (This was yugioh) and gets a hand consisting of the best 3 cards (called the trinity in yugioh back then) and all the cards to go with them, and destroys the kid (who was probably 12, no lie) the head judge comes back and I tell him the story, he says that, that was a good move by Roy making him go check for sleeves, and that this isn't enough to get him in trouble, so we keep watching, as he gets ready to start the second game the same thing happens, but I tell him that both players have to cut (UDE had made that tournament policy recently) and he says they agreed not to cut each others decks, I tell him it's policy, they cut the decks, he still wins. Fast forward about 2 rounds, he does this again with another kid, unfortunately, the game had already started and I couldn't make them restart, and apparently he "forgot" what I had told him 2 rounds ago. Unfortunately for me I didn't catch him again that day, but even if I did it would only be a game loss, and with 3 game matches it wouldn't have been much. He is real smooth about cheating. I also remember at 10K Columbus, he was temporarily suspended and couldn't play in YGO nationals or the 10K so in between rounds I would go sit with my friends who were in a group with Roy and he was playing an exodia deck (more YGO) basically you need 5 specific cards in your hand, and you win, but you can only have one of each in your deck. So we would watch Roy win game after game first turn, even when he didn't go first, yeah I know Roy is a real honest guy.
I think it would be hilarious if Roy actually didn't cheat and he got suspended. The irony, caught when he doesn't cheat, never when he does.

I think this was half the story of last years' YGO Nationals when he wasn't allowed into the area but argued over it.
His brother ended up being banned over the surrounding events and it started an influx of Roy is banned topics here as well only for him to not be banned an playing in PC Indy not too long after.
Roy cheated me in PC ATL when he somehow beat the crap out of me with a curve of IQ, T.O.Morrow, Felix Faust, Valkyria, Grodd. Don't forget the crushing Staged Attack that single handedly won him the game.
My deck was awful. : (
That being said, he constantly counted my cards (audibly), as I his (secretly). He has always been "eerily" nice to me, and because of his reputation I tried to not pay attention to him during our game to gave him good opportunities to cheat that I sneakily would catch. He played it squeaky clean despite my entrapment.
I don't buy into the "where there's smoke there's fire" mentality, but I do know that playing him is much different than playing against any other opponent. If he did indeed cheat, I'm glad to see it was well documented.

I also think UDE has handled this very well. It would have seemed fishy that one of the decklists was the same as the one used in the SJC. Maybe UDE just had things disorganized. But the decision to question all of his opponents makes it seem like they covered all the possibilities. Congrats and thank you to UDE and their staff for properly maintaining and upholding the high rules standards for your games.

Yes, if you quote just that line of text, it does seem a little twisted. Please read the sentence following it for the proper context.
Serial rapists/murderers are known to commit the same crimes via similar patterns over and over until they are caught. Once caught, they are forced to stop committing those crimes because of punishment. Serial killers are usually sentenced to death or life in prison, so you never hear about them again. Serial rapists often get long sentences, but get off the hook much earlier than they should do to parole/over flooding of prisons, etc. Once out of jail, Serial rapists commit the same crimes that they did before their punishment, thus continuing the cycle all over again. Traditional punishment is not effective on serial criminals because they have a untreatable (and un-diagnosable) psychological disorder. Similarly, punishment (Roy has been punished before) does not deter Roy St Clair; he will continue to cheat in any strategic games he plays for the rest of his life. The only way to prevent Roy from cheating in UDE games is by barring him from playing them. I am not trying to create an analogy between the seriousness of rape and the seriousness of cheating in card games; I am simply proposing the notion that psychologically Roy is not affected by punishment.
I suppose I could have put that in the first post but I assumed people knew what I was talking about. We are all adults here, right?
While I don't sympathize with Roy at all, I don't think this particular incident was intentional cheating. Rather, it seems to me like Roy just wanted to test a different deck.
See, as a veteran Yu-Gi-Oh! player, I can tell you that most top players don't take regional events seriously. They're mostly for playtesting and getting a general idea of the metagame. Roy, having already earned his invite to nationals, would not be gunning for the top 4. And seeing as how Yu-Gi-Oh! prizes are less than stellar, it's likely that he just wanted to check out how different decks performed.
Granted this is still cheating. Switching decks up means his opponent's could have worse chances at beating what could've been an easier deck to take down.
So while Roy doubtfully had cheating intentions, he still got busted. It's been a long time coming, and he just got caught on something minor again.
Lastly, constantly asking for a card count is something many Yu-Gi-Oh! player do. Yu-Gi-Oh! is a game about total card presence, and counting the amount of cards both players has lets one player know how much of a lead they have/are playing against.
Now I know you vsrealmers won't let me go without sharing a Roy tidbit, so here goes:
The night before SJC Chicago we met up with what was Team ScoopForce at the time. Roy agreed to play a nameless buddy of mine for Cyber Dragons (roughly 30$ US at the time.) My buddy was well on his way to winning game 1 when Roy signaled his teammates to cause a distraction. Roy then smoothly slipped a card from his graveyard to hand. Unfortunately he had only played one of that card, and when my buddy turned back from the distraction checked Roy's graveyard right away. When that card was missing Roy said "oh yeah. OOPS!" and put it back.
My buddy proceeded to 2-0 him.
Roy then claimed my buddy was cheating and drawing extra cards. He refused to give up the card they had agreed on playing for and my buddy left without complaint. (Canadian and classy!)
A different member of Team ScoopForce gave my buddy the Cyber Dragon later that night.
